New Avarus City. A cesspool of crime and corruption from the lowliest beggar to the highest city official. It's a place where blood is on every dollar you touch.

For years it has stood as an example of what happens when you let crime run the city you live in. Some people fight back. Brave cops have transferred in to help fight crime. Some citizens have taken the vigilante route. But as long as those in charge turn a blind eye, things remain the same.

Two families war for complete control. The Malones run the New Pack, a fresh gang that has quickly gained prominence. Started by the Malone brothers, Matty and Paul, they saw the old family as a group of people to soft for their own good, and hindering their progress. They took to the streets small, and emerged a giant.

On the other side is the Russo Criminal Empire. They've been the staple crime family of New Avarus City for decades. When the New Pack came into town, they did everything they could to stop the young upstarts, but quickly found themselves losing terrotories and in a full-scale turf war.

And then there's you. Yes, you! You've just come to the city. Are you a transfer looking to save the people? Fresh out of the slammer, looking to start old habits? A vigilante, hell-bent on seeing justice served? There's a spot for you, sure. But no guarantee that you'll make it out alive.
